Evaluation of Public Sector Project

Rochdale Borough Council would like to commission a suitably experienced and qualified organisation to undertake an evaluation of a project that is currently underway to pilot integrated working to public sector reform principles.

The Making a Difference in Kirkholt pilot started in January 2015 and will run until the end of December 2015.  Its aim is to test different ways of working, in collaboration with partners, with the intention of achieving better and quicker outcomes for individuals and families identified as having multiple and often complex needs.

The evaluation of the project must be independent, objective, factual and evidence-based, whilst also capturing any ‘soft’ elements that contribute to / inhibit effective partnership working.

The successful bidder will have: an excellent track record in evaluation, experience in evaluating projects of this size and scope, the resources to effectively engage with a range of stakeholders and the ability to deliver to agreed timescales.

It is estimated that the work will take approximately 8 – 10 weeks to complete, so would be looking for immediate commencement on assignment of the contract.
