HS2 is currently part of Government Infrastructure Group which regularly exchanges information / experiences in relation to their high value infrastructure programmes. The Department for Transport (DfT) has clear expectations that as part of that organisations in the Infrastructure Group (the Group) will exchange information. This includes salary and benefits data. The wide range of large infrastructure programmes both within the UK and internationally is creating labour market pressures for roles in a number of skill groups including engineering, project leadership and commercial/contracting. This impacts on those organisations within the Group and frequently leads to retention and attraction challenges which are often perceived as being best met by offering higher salaries. As a consequence there is real risk that this evolves into a “bidding war” for talent within the Group. There is a clear desire from the Group to ensure this does not happen. In order to address this issue the Group has agreed to commission a benchmarking study that will allow transparency across the Group and comparison with wider pay market data.
