The purpose of evaluation in Department for International Development (DFID) is to contribute to improving the impact and value for money of DFID’s development spending and support the effective delivery of DFID’s Strategic Objectives. In support of this purpose DFID is seeking to establish a new Global Evaluation Framework Agreement (GEFA) to ensure the provision of efficient and effective expert services for the design and conduct of evaluations. It is intended that the new GEFA will become DFID’s primary route for engaging service providers to implement its evaluations. In order for suppliers to be a framework participant they must be competent in at least one of the following types of evaluation: Impact, Performance, Process and Monitoring. Full details of the services are in the Terms of Reference. It is anticipated that the Framework Agreement will begin in July 2016 and operate for an inital 2 year period with the option for 2 further one year extension subject to ongoing need. DFID will accept bids from consortia for this work.
