The Department for Social Development requires a service provider to undertake research that will inform the decision making on the opportunities to introduce any new assistance scheme. The commission seeks to established detailed information and evidentiary data on: The need for Government intervention to stimulate wider private sector investment in the conversion of vacant or underused commercial or retail premises into new dwellings; and, the likely level and location of demand for dwellings within traditional commercial and retail premises in town and city centres. The assignment seeks to produce commentary, through a detailed report, on the need for intervention in form of a LOTS-style scheme, and the demand for the public to make their homes within predominantly retail or commercial space through the conversion of such properties to dwellings. It is not deemed appropriate to award this requirement into individual Lots.
