The Department for Education require an independent evaluation to understand effectiveness and impact of the High Potential Middle Leaders (HPML) programmes. Learning will inform ongoing delivery activity and add to the evidence base around effective leadership development to inform future policy and delivery. The main research questions to be answered are: Are the intended participants and schools being recruited and retained on the HPML programme?; How effective is the HPML programme in meeting its objectives as understood by NCTL and the delivery contractor?; What are the benefits and impacts of the programmes on the middle leaders and the schools they are working in, including on pupil outcomes?; What are the key components of the programmes that participants most /least value and why?; Do benefits and impacts appear to differ across middle leaders according to role or any other characteristics?; What are the benefits/weaknesses of the different delivery models, e.g.secondary vs primary? For the secondary programme, we are looking for a robust assessment of impact, drawing on statistical analysis of pupil outcomes and participant progression as well as feedback from participants and their schools.
